I have the honour, to transmit six copies of

the report of a committee which, as intimated in my confidential (2) despatch of 4th April, 1938, I

appointed some time ago to consider anomalies arising

out of the introduction in several branches of the

Hong Kong Service of the new scales of salary which are now set out in Appendix VI to the General Orders, and allied questions. The report was referred in

draft form to all Heads of Departments and to the European Civil Servants' Council, and several modifications have been made in it after receiving the observations of Heads of Departments and of the Council. The report is not in every respect a document universally accepted throughout the Service; that perhaps would be too much to expect; but it represents what, after a review of all the factors involved and of representations

from all the interested officers, is considered to be

the best solution of the several difficulties which

arise. I have myself discussed the report very fully

with the members of the committee and accept all their

recommendations subject to the proviso indicated in

paragraph 3 below.
